Of the 227 pending installations, 94 could not be completed due to property access issues—many of which involved vacant buildings or unresponsive owners. Despite multiple notifications and outreach efforts by NMS, access couldn’t be secured in time. The Town of Kearny’s Water Department later took over the remaining replacements, continuing to move the project forward.
